As with IrfanView and Picasa, this has a strong focus on the viewing of images, although there are still a number of editing tools available. The batch-editing tool has been enhanced with batch cropping and the ability to use Exif (technical photographic) information, and the program also supports PDFs and lets you combine multiple images into a single document. On the negative side, selecting many of the editing tools opens the current image in a new tool-specific window where no other options can be applied. It is also well worth taking a look at the beta release of FastStone Image Viewer 3, which includes a number of interesting additions.
