BT has come under fire from regulators for failing to meet quality control targets for 'unbundling' its telephone exchanges.
BT has been attacked by the Office of the Telecoms Adjudicator (OTA) for failing to meet targets for successfully unbundling its own local telecoms network.
Local loop unbundling allows companies to use BT's infrastructure to deliver services directly in competition with those offered by BT. Although the OTA notes that BT Openreach, the division of BT responsible for unbundling its local exchanges, is on course to meet targets for the number of lines being unbundled, it is unhappy with BT's 78 per cent success rate in getting the service delivered without a hitch first time. The target rate is 98 per cent.
Telecoms adjudicator Peter Black didn't mince his words in an update published on the OTA's website last Friday. "A number of Quality of Service Measures are causing severe concern. The Right First Time delivery of Business As Usual unbundled lines continues to deviate from planned quality levels... As reported previously this measure has not yet met its planned quality targets.
"Fault Repair quality (Assurance) is also showing a significant and ongoing deterioration in performance... As I am sceptical of the assurances I have received over many months I have specifically requested a Performance Improvement Paper," he said.
