The investigation had been started after complaints from customers who had transferred to the company's Homephone service from other communications services.
The complaints centred around allegations of mis-selling - where a customer signs up for a service without being fully informed of its terms.
Tesco has effectively been cleared of any wrongdoing and Ofcom noted that since it began looking into the case, the numbers of complaints had dropped significantly.
"Since Ofcom opened its investigation, there has been a sharp decline in complaints to Ofcom. Ofcom therefore considers that the steps taken by Tesco to resolve its operational problems appear to be working effectively," Ofcom said in a statement.
Though the case is now closed, Ofcom has said that it will monitoring the situation for a further six months.
