The unnamed 57-year-old looked at more than 780,000 web pages over the course of nine months in his role working for the city of Kinokawa.

In July 2007 alone, he viewed more than 177,000 pornographic pages. This means he was looking at a new page every three seconds that he was at his desk.

His habit was only discovered when his PC was infected with a virus, which led to the IT department reviewing his browser's history.

The man was demoted and had his pay cut but, amazingly, kept his job.

A council official explained that the problem had initially gone undetected as employees don't sit very close to each other.
