The problem isn't a virus (although it was possibly caused by a virus) it's an error in the Registry. Click Start, Run and enter ‘regedit’ (without the quotes).
Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon in the left-hand pane and then look on the right for a value called Userinit.
Double-click it and make sure it says ‘C:\WINDOWS\system32\userinit.exe,’ (make sure it finishes with a comma).

I have same trouble, checked as above, all seems OK but still get "my docs" on startup.

when i try to change screen saver or wallpaper i get message your administrator has disabled display control panel iam the administrator how can i enable the display
