It could be the BTYahoo site that's playing up. Have you tried just double-clicking the IE icon?
In addition, if you're on dial-up it might be worth checking the line, dial 17070 (use prefix 1470 if your number is withheld) and test the line. From what I remember you dial it, make a few key depressions, hang up and get a call back.
If you're still not happy, telephone the engineer on 151 and speak to him/her. If the Internet is only connecting at 20,000-40,000 bps ask if you are on DACS (means you are sharing a line). If you are on DACS ask VERY NICELY to have it removed as you need good access and you're paying good money. You could also ask to have the "gain" increased.
