Internet Connection Blues

I apologise if this was posted in the wrong board.
I am having trouble connecting to the internet.
I have tried installing Tiscali, BT Openworld and another ISP that escapes me right now. When they get to the stage when they need to connect to the internet to complete my account set up it can not access the internet.
The modem makes the right noises and then the little icon with the two computers pops up in the task bar but it just ends up showing a 404 error.
The little icon in the corner only flashes a couple of times then it falls silent. the bytes receieved figure is at least twice as high as the bytes sent figure.
I left it connected for two minutes and the bytes sent figure was about 700 whilst the bytes received figure was nearing 3,000.
If that is not weird enough, I have used AOL and with them I can use their portal browser to go to their chat rooms, message board and send & receive emails. But I can not go anywhere else.
If I attempt to use a messenging sercive program like MSN it acts like I am not connected to the internet. Same with Outlook Express and even when I attempt to ping web site.
The modem is a brand new Intel modem V92 and I am running Windows ME with a 40GB hard drive and over 250mb of ram.
I have not got any thing running in ther background apart from windows.
I even changed the modem to a basic HAM V92 modem and it made absolutely no difference what-so-ever.
I am absolutely stumped on this one. Does anyone have the slightest idea why I can not go online?
I would appreciate the help.
