One of the best things I've found regarding getting into Google is to have an entry in the Open Directory project. I assume because sites submitted for inclusion in the directory are visited by humans and appraised by them, that more reliance is placed on their directory entries. Once in there, loads of other search engines pick up the very same wording used in that entry and then the results from each search engine show up in Google. Hence your site gets multiple exposure from submitting it to just one. Google themselves advise submitting your site to the ODP and they too use that for their own directory listings.
A few other tips that I found through experience:
TITLE is vital - descriptive and using keywords that people might search for, but of course, relevant to the content of the page
Page filenames - if a page is about dogs, call it dogs.html or whatever, i.e. using a keyword relative to the subject of the page
Put some high quality/ranking relevant links on your homepage and if possible get high quality sites to link to you.
There are plenty more tips like this but these are the ones that I found had most impact and yet I only work in Word/html
