Upload speed on cable connection......

Hi all.
Just a little query. I am on NTL 600 connection. I have run a few speed tests and the download speed is fine but the upload never gets above 126!!
I have asked a few friends and they all have about the same upload speed on cable. My query is why does 512 on ADSL normally have an upload of about 240 - 250 ish???
I have had a look around Chetnet and cant seem to find anything on there.
I have scanned with the usual for spyware etc, all clear.
Anyone got any ideas??
