I am seriously considering freedom2surf and pipex. I don't mind the set-up cost issue of having to pay if not subscribing for more than 12 months because once i choose i will stay for the foreseeable future.

Great choice Freedom2surf are a great isp and speeds are great and ive been with them 10 months and wont be changing.
Look at the prices here and note theres no set up fee for the pure ip home package.
