I've had the Hauppage external USB card for about a year. Before that I had the internal PCI card. They both work very well and allow me to view the 4 terrestrial channels either full screen or in a window. They also have Teletext capability. I am using an external TV aerial but I have used a set top aerial before. The reception is variable with the set top. Sorry I can't remember how much they cost but I think it was about £50. If you want to use the card away from home then I'm afraid you will need a TV licence.
I've just seen an article in [there's an article in the current issue of Web User - AndrewC] that describes a new TV Tuner card that will pick up all the free-to-air digital stations including digital radio. It will cost £89 and be available from the end of September. It is made by GTA and is named Black Gold. If it really can do what it says I would say that it will be a far better solution than the analogue receiver.
