Paint.net is a good free program to do what you want. The layers give you more control over your image 'creation'. I would persevere with it. Have a look here -->> Paint.net tutorials <<--
I'm not familiar with Yola.com, but it is a free website builder with as you know limitations. Regarding the creating of text and graphic files outside of the website builder, yes, that's the way to do it. Create your images in say Paint.net and insert them in as and when required.
As for text files, most web page editors that I have used allow you to type in the text you want and to format how you want. In fact they look and act like word processors.You can of course use say MS Word to create the text or Notepad etc, or simply copy from wherever and paste into the web page editor. Creating text within the web page editor gives you more control with what you want to do with it. I don't know if Yola has this facility.
