Help buying a new PC/laptop

Hi guys,
I'm wondering if somebody can help me find a new super-duper PC or laptop. I know next to nothing about this kind of stuff, so I'm not going to attempt to find one myself as it'll only end up being worse than the machine I have now.
I'm basically looking for a substantial upgrade to my current specs which are...
Processor: AMD Athlon(tm) 64 X2 Dual Core Processor 3800+, MMX, 3DNow (2 CPUs), ~2.0GHz Memory: 2048MB RAM Hard Drive: 293GB
When I bought this machine 2/3 years ago, I was led to believe it was a very good one. It started off that way but for whatever reason its performance has declined in recent times. Whether that's because I have a lot rubbish on it, I don't know. Is it still considered good in today's market?
The new machine needs to be able to play Football Manager 2009 very well, purely because the current one doesn't. I'm not sure if anyone here is familiar with the game, but I want to be able to run a stupid amounts of leagues with no noticeable slowness. I'm led to believe the graphics cards required to run the game aren't too costly. I don't play first-person-shooters or anything like that, so I'm not looking for a fantastic GFX card...but not too crap, either. The only other game I play is Netsoccer, but it's quite an unknown one and basic in terms of graphics.
I don't want potential helpers to think I'm looking specifically for a gaming machine, though. It's just for FM, really. I want other programs to run well too.
In terms of a budget, I'm willing to spend up to £1k. I hope that will get me something that's considered very good in today's market and won't get dated quickly in tomorrow's. I'm flexible on whether it's a desktop or a laptop. And obviously, any extra perks/programs that come with it are a bonus!
