This tells us that your problem is more than likely to be an enabled Add-on.
Now restart IE, it will have the add-ons active again and no doubt your cursor pointer is back to how it was.
Go to the Tools menu -> Manage Add-ons -> Enable or Disable Add-ons option. Select an add-on name on the list and then click the Disable option under the Settings section.
Restart IE.
If the problem is solved, that Add-on was the problem. If not, repeat the process, this means closing IE every time then restarting, till your cursor returns to normal.
Note which Add-on appears to be the culprit so you can enable the ones which aren't causing a problem.
