EBay Help show this section:
http://pages.ebay.co.uk/help/account/reinstate-billing.html
The one thing to remember is that eBay take a while to respond and sort things out, so try not to bombard them with messages, even though the temptation is great.
However you should get a response roughly within 48 hours even if automated. Explain your situation and ask for the listing details - numbers etc.
If you look at the next Help guide:
http://www2.ebay.com/aw/uk/200804210855122.html
click on the update your contact information link and see what is there. Is that your email address etc?
You obviously need to stress that you feel your account has been hijacked - eBay are bringing in the following to try to stop this:

Of course the one course of action you might have to consider is paying up THEN fighting it. At least then it may help you further, but see what they come back with first. They are unlikely to go full speed ahead for 20 quid, so you should have time to see what happens.
-------------------- I loved my grandmother very much.......and she fetched a good price on eBay.
