Windows ME keeps rebooting.

Hi
I have an old spare PC with windows ME,and I use it for trying out new programs.When I started it up this week it went to the screen with four options.one of which is safe mode.(The error message I get is windows did not finish loading on previous attempt)when I agree to safe mode it just comes back to the screen with the four options again.Have run fdisk and checked drive partitions,formated and re-installed ME.When it finishes loading ME and I reboot it goes back to the screen with four options and the same error message as before.The last software I think I used on it was c cleaner and partition magic.Have run scan disk in dos and all is fine on the drive.
Any help would be appreciated or ideas
