Administrative tools window opens on start up

Hi. On my friends computer the Administrative Tools window opens every time he starts up. It can be closed manually but how can it be stopped from happening on every start up. It has only recently started but cant recall making any changes to make it happen.
OS Windows Vista & Norton Security
