Took me awhile to figure this out but try this:

Whilst in Outllook > Tools > Options > Mail Format > Un-Check 'Use Microsoft Word to edit e-mail messages' > Apply/OK

New messages will now be opened in Outlooks mail composer/editor instead of using Word 2003.

Go to the 'Insert Menu' and the 'Signature' option will now be available. Of course you must have previously created one.
