I always use a fixed width of 770 pixels, centered. This enables people still using 800x600 screen resolution to view it without scrolling (not everyone in the world has monitors as big as ours). The fixed width also lets you know how it will look in any size window.
To make it stretch and shrink to fit all size windows, size it by using 100% (percentages)instead of pixels.
