External hard discs are an excellent way to back up files. They are fairly reliable, have masses of storage and they have the obvious advantage of being able to move around from computer to computer. They can also connect via USB/Firewire so almost every computer is compatible with them.
The drive you buy depends entirely on how much is needed to store and obviously your price limit. a 500GB drive like you have stated is likely going to cost you upwards of £85.
I have a large collection of music, videos and pictures and I find that 180GB is enough to store it all with room for plenty more. This model is quite reliable and manufactured by Seagate. It comes with warranty and is from a website I know and trust. The cost with delivery for that particular piece of kit would be around £60. You're more than welcome to shop around though
Oh and to answer your other question, no, it does not need to be connected to the PC at all times. It can be turned off when you are not using it to save power or to move it to another location
