ntldr missing in windows xp home

Im trying to get back into my windows xp , after deciding to start a fresh (clean install) due to a problem with my pc turning itself off.I have a genuine copy of windows xp home edition that came with the computer,but when i start up i get the ntldr file is missing , it turns out that it is the windows root\system32\hal.dll file that is missing, i have tried various things that have been supply through various forums etc. As below
Bootcfg /Rebuild (didnt work) chkdsk /Rebuild (seemed to scan but didnt get any further forward) also tried to copy the i386\ntldr c:\ ,i386\ntdetect.com c:\(Nothing happened)
I just cant seem to get my PC to load up , even going into the options of installing a fresh copy it seems to go so far then shuts down,plus going through the R recovery option i sometimes have limited time to type things in before my pc turns itself off again.
Please help
