IMHO, you cannot ignore such a letter.
If I were in your position, I would gather my facts and write to Tiscali with them, politely, and inform them that you do not intent to make further payments, and why.
I would copy that letter to OFCOM and to my solicitor.
I would further inform my bank ( or whereever the DD is in force ), advising them of the situation and requesting them to alert you if there is any further request for monies from Tiscali.
