Fuzzy display

I've just had to replace my PC but have kept the peripherals including AG Neovo F-17 monitor (up-to-date driver installed). My problem has been alluded to by other posters. It was fine before the swap but now the writing on screen is too small for comfortable reading and fuzzy at the edges.
I've tried changing resolution (using 1280 x 1024 at present), font size, DPI, refresh rate, smoothing, etc etc but nothing seems to make much difference at all, especially to the size and fuzziness of the text on web pages themselves. It applies to Outlook screens as well.
Any suggestions? I'm using Windows XP Pro and IE6 SP2 with a Dell Optiplex 745. Can someone explain what effect the various changes were supposed to have as it wasn't apparent.
