Simple Question For Laptop Users

Hi people

Just a quick question here and that is.. When you boot your laptop, is it already connected wirelessly to the internet?
I have a laptop that does and it's great, no problems at all.
My parents have a laptop and it doesn't detect any wireless network until you press a WLAN button which sometimes connects depending on it's mood, if it won't connect then my parents try allsorts to repair it and then it seems to naff up my connections on my pc and laptop.
I know I have brought this subject up a few times but it seems all the answers I receive point me in the direction that I am a bit weird.
Anyway, is there any chance that I could replace anything in my parents laptop for it to automatically detect the network and connect without any hassle?
I have tried the wireless zero config etc but no joy.
