Yes they should. However , sometimes when you remove applications it can still show up in add/remove if that registry entry has not been removed during the uninstall procedure. Could you try this : click start > run > type in Microsoft.NET > click OK.
Does a window appear with a folder named "framework" . If it does , does clicking on it open up a further folder containing Net Framework files ?
