Assuming that it boots OK albeit in Safe Mode, Click Start > Run > Type msconfig > OK or Enter

In the Window which appears, Click on the tab labelled "BOOT.INI". In the Boot Options if there is a check mark against the /SAFEBOOT un-check it.
Apply/OK/Restart
