You could try Irfanview

Once installed, open a photo that you want to watermark.
Using your mouse, draw a 'selection' area in the photo.
Now go to Edit > Insert text into selection
In the empty box type your required wording > chose 'Text is transparent' > Change the font size, style and colour etc via the 'Choose font' tab > OK
