New B/band User Needs Simple Explanation

Hi there.
Please note that I am definitely not computer or b/band knowledgeable! I am on Tiscali Max, all set up correctly, no connection problems etc.
Can someone very kindly explain why, when I place my mouse pointer over the b/band connection icon on the toolbar it says 7.4 mnps, yet speed tests at Tiscali website indicate uner 3 mbps? Maybe they're not connected?
Another strange thing. When I was on dial-up I used a pay-for programme called "OnSpeed." (It was fine.) It is supposed to work with b/band, but I did speed tests with it activated/deactivated and when it was activated I was losing speed of around 3/4 to 1 mb. Not a query really, just curious. I know "ObSpeed" works by compression.
