On a laptop sometimes when this happens, I have overcome the problem in the past, but it will not always work, by gently rubbing a piece of tissue on the exposed reading lens in the CD/DVD tray when it's in the out position to clear dirt and filth. You have to be very careful when doing this.
This may work, or you could purchase a lens cleaning disc very cheaply. It could be a number of things, this is just another option.
