webcams

forgive my ignorance on this subject, as a complete novice I should like to know, " I am on broadband and are buying a webcam + mic but am also getting a 2nd with it and am giving it to my friend so we can keep in touch better, BUT he is not on broadband, so, can he still use a webcam or not ? thanks
