cursor frozen

I wondered if anyone could help, My father's PC has a frozen cursor when he turns it on and it does not allow anything to be done, He has Norton Antivirus and runs windows XP. His PC was very slow prior to this (it has quite a full hard drive) Is it likely to be a virus that has caused this?

ETA I thought maybe it is a mouse problem, he had a wireless mouse but he has tried a different one and also ensured that the batteries are charged and still has the same problem.
