The liink is to an unpowered hub which means there are SOME devices that will not work properly such as ADSL modems, scanners and printers. All these require some power source and the hub linked to would not be adequate for such devices, hence my recommendation for the PCI card.
The other advantage is that although you would be installing a 4 port hub, you would only be gaining 3 ports as you would require one of your existing ports to plug the hub into, whereas with the 4 port PCI card you would be gaining all 4 ports
