chinese puzzle

hi all a friendo of mine went and bought a nice, shiny new p.c. with windows media centre installed (in English) the day after its delivered her brother installs a *chinese* version of windows on top the English version, so he can use it (English isn't his preffered language).
Now the computer isn't working (lockups, restore not working..he turned it off) and the only way I can see to fix it is if I wipe the machine and start again.
But how? I can't use a floppy as there's no floppy drive installed and I tried putting an English xp cd in (and it was ignored...even though i changed the bios to boot from cd) I'm waiting for pc world to deliver a restore disk (up to 28 days, so it's probably going to be the new year) so if anyone has any ideas on how to proceed I'd appreciate your input.
