There are really only four methods available to connect to the net, telephone, cable, WiFi or satellite. You've been barred from the first two and unless you've got a lot more money, the fourth one is out as well. Although you can get a one-way connection via satellite (download) most of the cheap ones require a t/p line for uploading. Here is an example of a two-way connection but as you can see, it ain't cheap.
