I'm afraid George they have every right to do so as do all the big providers on PAYG set-ups.
It will be in the original documentation somewhere explaining this.
It's a security issue.
To simply use your phone briefly to keep it 'active' shouldn't be too much trouble, and indeed it costs a bomb not actually using it!
