Mobile Phone T&C's Query.

Nothing to do with the Internet, just something we don't understand. At Christmas one our lads presented Herself with a mobile phone - pay as you go -even stuck a £20 card on it. A nice gesture but being old fogeys we never saw any need to carry a mobile. However, it has come in handy on the odd occasion when Herself phones me from wherever, "Come pick me up".
Suddenly, one day the phone no longer works, today a friend took her to a local branch of Orange to have them check it out. Turns out Orange had deactivated the number because the phone has been rarely used, the number being assigned to someone else. Hang about, there's still £8 not used on the card, young salesman says in mobile phone terms that's is not worth anything!
Ok, Orange have agreed to reactivate the phone in three days. Question is, do they have the authority to deactivate in the first place? What's she supposed to do, phone all her friends when on holiday, shouting "YooHoo! It's me and I'm sitting by the Pool - it's 85 degrees here."? Or make other daft calls we often can't help hearing, costing a bomb, just to keep the phone operating.
We never saw any T&C's and young, "Eight pounds is nowt these days" salesman never enlightened her.
