Downloads Denied

I've just changed my ISP from Freeserve to Tesco and for some reason I've started getting download errors. The downloads are free and I've used the sites previously with Freeserve without any problems.
The error I'm getting is "Access forbidden or authentication method not supported" Details HTTP/1.0403 Forbidden.
I've tried adjusting the Cookie settings but still with no success.

Any Ideas?
