Can you return the screen to its factory settings?
I once messesd up my screen (crt) and just reset it which cured the problem.
Also, my monitor has a software update waiting for it on Microsoft update but i wont use it because last time i updated any hardware using Microsoft, my sound card stopped working. With you saying you cant use it in safe mode, maybe youve inadvertantly updated it and its causung this problem.
