If you want to remove the toolbar altogether, just drag it into the middle of your desktop and close it, or right click on a blank area and then Close Toolbar.
With Windows XP you can have toolbars on the top, left and right of the screen at the same time, but I'm not sure about W98. You can always add a sub-folder to the toolbar you have already by clicking on a blank area then selecting Toolbars > New Toolbar. Browse to the folder that you want to add and click OK. The folder will be added to the end of your toolbar with a button that you have to click on to open it. Depending on how much space you have on the toolbar, you can grab hold of the line beside the folder's title and drag it to reveal the contents of the sub-folder.
