3G or Data Card tarriffs?

I have bought a caravan in Somerset and need to be able to access and sent E-Mails but I am not prepared to pay £400 plus to have a telephone land line put in.
I understand that it is possible to use a 3G or Data Card (what ever they are called) connected to a laptop to access and send E-Mails. However, I find that the tarrifs appear to be designed to confuse rather than inform so does anyone have a sugestion as to what is the best deal?
