which ebay site are you trying (.co.uk or .com)? have you tried refreshing the page? You shouldn't need to turn your firewall off. They could be going through mantenaince. I tried before and I got through to the next page ok. so it is working. What time of day are you trying? Try a different time if you are trying the same time (e.g mid morning or mid afternoon) when less people want to register. I had trouble when I tried registering between 5pm and 7pm.
