Best Dial-up ISP

Hi

Having been on broadband for the past year I haven't a clue which ISP is providing the best dial up service. My parents-in-law has just bought a new pc and against my advice they wish to go with dial up. Can anyone advise me on the best one around or cheapest broadband ISP?
