You are looking for an 'auction sniper' programme, but there are none actually recommended by eBay or, more importantly, approved.
Never used one, never would so I cannot recommend one personally. Your best bet is to Google 'ebay bidding software' or 'auction sniper' but unless anyone else can recommend one, you will have to test them out and report back what is the best.
Some are Free, others are 'Free' (that's they'll come with a catch) and others are paid for.
