How to Q: windows loading

Hi!
Once I read in an article which explained how to disable the windows loading screen.(The startup animating flag)
They say it slow downs the windows loading time (slightly)
I changed it but after reinstalling the windows I cannot recall the steps. Any one know how to do that?
