Here is a Good question If you are visiting a Foreign Language Page /site what would you use to discover what the words say? And What is the easier service for you?
Other than Going to a 3rd party site and Pasting copied text in to see the Contents OK for Quotes but impossible with Foreign Fonts! and B) The range is often quite small ,Some Languages are subject to a Premium

So , what choice is left?
Google Language Tools can both Translate
copied & Pasted Text also copied URLs onto the Dedicated Page, Can be a bit unstable if you have to change Webpage (in this Mode) Plus Point is the many different Languages which are on Offer
Meanwhile If you Have IE 8.0 installed and Online Right click on a Blank part of the Screen when online and Locate "Translate with Live Search" (uses the Old site name) Click it and the Page changes Into I think the Default is a Split window
But There are 3 icons (top right side) which you can alter the screen layout as you like it (I Have a single screen)
The layout is Basic like the Google Page You can swap the Languages over on the Menus and Often the Page is read and the Language is Declared in the Menu box so you set the other box to English click the Grey Arrow button and the Server will change over the Page in a Few seconds (slight lag but its reliable)
I did see so long as the Translation toolbar is in view, you can browse gently.
CONS The Language selection Is all the Major Tongues (21) but not Many Asian and No African (Have to try Google to see if there is any support?)
As for quick quote translations with this Program, Highlight the text on the Page Right Click and brush the Translate link with your mouse pointer
This time a small window appears and It may already be Translated?
