i'm using a video-camera to film a stationary motor car...and i need to obscure/hide/blur the number plate. So I want some free editing software that will help me to do that. (Windows Movie Maker doesn't seem to have this capability)...can anybody suggest free software that will help me do the job ?
Seems obvious but if the cars yours or a friends then just stick some white paper over the plate, if it's not yours try either asking the owners permission to do what I suggest or find a car you can film.
