What makes you think Windows Installer is at fault?

Does your error show when opening all pdf's or just downloaded ones from a certain site?

Have you tried -->> Foxit <<-- as a temporary alternative to try to compare with Adobe Reader?

You could try reregistering it by clicking the Windows Orb (Start), type cmd in the search box and press Enter.

Now type msiexec /unregister && msiexec /regserver (note the four spaces) and press Enter. Finally, close the cmd prompt.
