Default HSDPA Connection

Hi, I am about to buy the Samsung i200 which has no wi-fi but it does have HSDPA connection. Would this mean that when I am in the car traveling, I could access the internet through internet explorer for free?

It means it has the Modem built in to enable it to connect to a Mobile Broadband service, which you would have to subscribe to with one of the Mobile Phone networks.
