Is it possible to convert Region 1 DVD to region 2

Wonder if anyone can offer advice on this. I bought my dad a music concert on DVD at Christmas. It didn't work and when he took it back to the shop they said they had numerous complaints after a bad batch - they were all Region 1 DVDs from the U.S. The shop only offered a refund but he really wants the concert - is there a way to rip it onto my PC then burn it back to a disc in a format he can watch on a standard, Region 2 DVD player?
