There's very little to understand.
You list an item at the lowest price you want and pay a listing fee based on that (although see the other thread as from 12th March you won't pay the 10p fee if you list at a starting price of 99p). You pay a Final Value Fee (selling fee) IF the item sells, and that's about it. One Gallery photo is free and most of the other selling features are not needed by the casual seller BUT they are charged if you use them.
I can't understand how not selling an item could lead to a £250 charge? Was your account hijacked? That can be the only plausible explanation, unless you signed up for a Featured Shop!
Bit more info would be useful. Stories like this excite misinformation and put casual people off trading when there may be a simple explanation, or offer some insight into an issue that can be avoided by others (for example choosing Featured Listing status that is very costly and expensive).
